The Sacramento County Office of Education (SCOE) promotes a strong early learning community that supports children, families, educators, and providers by enhancing quality and developing systems for continuous improvement through education, innovation, and collaboration. Staff members provide professional learning, on-site support, technical assistance, and resources in three main focus areas: universal prekindergarten, early learning and care program support, and family and community engagement. The vision is to ensure Sacramento County’s early learning community is equitable, diverse, and inclusive—a place where young children, families, providers, and educators can thrive.

Building Mindful Early Care & Learning (PBM)

Early Learning Building Mindful Early Care and Learning is designed to enhance the quality of early care and education provided in licensed, private child care centers, and family child care homes serving children from birth to age 5.

California Preschool Instruction Network (CPIN)

The California Preschool Instructional Network (CPIN) is funded by the California Department of Social Services, Child Care and Development Division, and has provided high-quality professional learning, technical assistance, and support to California’s preschool program administrators and teachers through its statewide network since 2004. Through regional communities of practice and a series of professional learning experiences, CPIN promotes promising practices in early learning, family engagement, and equity and emphasizes a whole-child approach.

Early Head Start (EHS) Home-Based Program

Early Head Start offers home-based services for expectant parents and families with children from birth to 36 months, focusing on comprehensive support for child development and family well-being. Through weekly home visits, a dedicated home educator provides personalized, age-appropriate learning experiences, health and developmental screenings, parenting guidance, and resources to promote cognitive, social, emotional, and physical growth. Services also include support for children with disabilities, access to community resources, prenatal and postpartum education, and activities that prepare children for preschool success.

Help Me Grow Sacramento County

Help Me Grow Sacramento County provides families with outreach and support to increase their awareness of developmental milestones and connect them to resources and services for their child’s optimal development. Serving families with children birth through five residing in Sacramento County.

Inclusive Early Education Expansion Program (IEEEP)

The Inclusive Early Education Expansion Program funding for local and statewide implementation is focused on increasing inclusive settings for preschool students with an emphasis on students with exceptional needs as well as improving the knowledge and practices of service providers, families, and educators through professional learning experiences.

Raising Quality Together (RQT) Sacramento County’s Quality Improvement System

Raising Quality Together (RQT), Sacramento County’s Quality Improvement System, works closely with early learning and care programs, providers, and early educators to support their commitment to quality, improvement, and growth.

Sacramento Consortium for Empowering Early Educators (SacE3) Program

Sacramento Consortium for Empowering Early Educators (SacE3) supports early educators in advancing their careers through professional learning, stipends for college course units, acquiring a BA in Child and Adolescent Development, and participating in an internship program to teach transitional kindergarten.

Sacramento County Local Child Care and Development Planning Council (LPC)

The primary mission of the Sacramento County Local Child Care and Development Planning Council (LPC) is to plan for child care and development services based on the needs of families in the local community. LPCs are intended to serve as a forum to address the child care needs of all families in the community for all types of child care, both subsidized and non-subsidized.

Sacramento County Workforce Pathways Grant (WPG) Stipend Program

The Sacramento County Workforce Pathways Grant (WPG) Stipend Program supports early educators, providers, and caregivers through professional growth stipends to complete professional learning hours and degree-pathway college units. WPG also supports new family child care providers by reimbursing the cost of the initial Licensing fee and initial health and safety training.

Sacramento Universal PreKindergarten Collaborative

The Sacramento Universal Prekindergarten Collaborative is a cross-sector group of early learning and care partners from a wide variety of settings invited to connect, share expertise, and provide the highest quality programs to our youngest learners.

Universal PreKindergarten Mixed Delivery Planning

Sacramento County’s Universal Prekindergarten (UPK) Mixed Delivery Plan, developed by a diverse workgroup representing the early learning and care community, focuses on six key areas to expand access universally to preschool programs for three- and four-year-old children across the county through a mixed-delivery system. 

Universal PreKindergarten Planning and Implementation

The Universal PreKindergarten (UPK) Programs support districts and charters in the implementation of a high-quality learning experience the year prior to kindergarten. Educators and leaders in prekindergarten, transitional kindergarten, and expanded learning can find access to professional learning and technical assistance/support.
