A Local Control and Accountability Plan (LCAP) is a three-year strategic plan that shows how school districts, county offices of education, and charter schools across California use state funding to support positive student outcomes. Created under California’s Local Control Funding Formula (LCFF), the LCAP serves as a transparent roadmap outlining a local educational agency’s (LEA) overall vision, annual goals, specific actions, and planned expenditures. It connects funding directly to educational programs, giving families and community members a clear picture of what LEAs are striving to achieve for their students.  

Developing an LCAP serves three main functions: engaging educational partners, building a strategic plan, and maintaining fiscal accountability. Through the LCAP process, LEAs are required to create explicit plans for distributing funding to their most at-promise students, specifically English learners, foster youth, and low-income students. To ensure plans reflect local community needs, LEAs actively consult parents, students, teachers, staff, and local community organizations throughout the annual budget cycle to gather input on state and local priorities.  

The Sacramento County Office of Education (SCOE) fulfills two distinct responsibilities within this process. First, SCOE develops its own LCAP for the specialized educational programs it operates directly throughout the region. Second, under state law, county offices of education must review and approve the LCAPs and budgets for all school districts within their county, while also hosting all district and county-authorized charter LCAPs publicly on its website.  

Completed LCAPs include the LCFF Budget Overview for Parents, a Plan Summary, a report on Engaging Educational Partners, multi-year Goals and Actions, explanations of Increased or Improved Services for designated student groups, detailed Action Tables, and state Instructions.
