Child Welfare and Attendance

The Child Welfare and Attendance office provides information, resources, and support services in the areas relating to child welfare and attendance for the sixteen school districts in Sacramento County, as well as to SCOE education programs. These areas include: local school district School Attendance Review Boards (SARB), expulsion hearings and appeals, interdistrict transfers and appeals, private school affidavits, home school information, safe school assessment (school crime reporting) for county run schools, truancy reduction projects, liaison for Probation Referrals from district SARBs, Countywide SARB, publications and forms, liaison to California Association of Supervisors of Child Welfare and Attendance (CASCWA), provide direct service district function and state/district liaison as specified by Education Code section 48240.

School Attendance Review Board (SARB)
The county CWA office provides assistance to local district School Attendance Review Boards as specified in Education Code section 48320-24. The county CWA officer attends the various district SARBs to observe and support the process. In the direct service districts the county CWA officer facilitates the SARB. The county CWA officer also provides the link for district SARB referrals to the county Probation Department.
Expulsions
Each school district in the county has a procedure for expulsion of a student as specified in Education Code section 48918. After this procedure has been completed at the district level, an appeal can be made to the County Board of Education. The county CWA officer can assist parents and students with the expulsion appeal process.
 
Interdistrict Transfers and Appeals
Each school district in the county has a procedure for interdistrict transfer requests as specified in Education Code section 46600. If a district denies an interdistrict transfer request, an appeal can be made to the County Board of Education. The CWA officer can assist the parents and students with information and also investigate the circumstances to assist the County Board with their decision.
 
Private School Affidavits
All private schools operating in the county are required to file an affidavit on an annual basis as specified in Education Code section 33190 with the California Department of Education. (This procedure does not apply to individuals that have their children enrolled and served in an approved home school program.) Private School Affidavits should be filed with the California Department of Education.
 
Home School Programs
The county CWA will offer referrals to legal independent study and charter homeschool programs.
 
California Safe School Assessment (CSSA)
The county CWA office maintains the school crime reports from the county operated programs for the California Safe School Assessment. Monthly reports are collected and tabulated for semiannual reports and end of year report for mandated reimbursement.
 
Truancy Reduction
The county CWA is active in various projects relating to truancy reduction in all the school districts.
 
Countywide SARB
The County CWA officer facilitates a monthly countywide SARB group meeting that has members from all of the school districts in the County. This group acts on numerous issues relating to the SARB process. Other members to this group include representatives from the Department of Human Assistance, Probation, Mental Health and the District Attorney's Office.

California Association of Supervisors of Child Welfare and Attendance (CASCWA)
The County CWA Officer is an active member of CASCWA on the State level as well as with the local Delta Sierra Chapter.
