Serving California’s adult education community since 1989, the mission of the Outreach and Technical Assistance Network (OTAN) is to provide support for the use of technology (including blended and distance learning), electronic collaboration and communication, and online resources. OTAN has been recognized by the Department of Education for outstanding service to the field.
OTAN provides leadership activities authorized under Section 223 of the federal Workforce-Innovation and Opportunity Act (WIOA). In 1994, the Sacramento County Office of Education (SCOE) became the contractor providing OTAN services.
OTAN's clients are adult education administrators, teachers, support staff, and volunteers, as well as the staff of state agencies such as the California Department of Education, the California Department of Corrections and Rehabilitation, and the California Department of Developmental Services. Indirectly, OTAN serves adult learners in the multiple provider system in California. Services are available to all WIOA-funded adult education service providers in California, including school districts, community colleges with non-credit programs, community based organizations, library literacy programs, and correctional institutions.
Publications and Resources
OTAN produces a winter, spring, and fall newsletter (Online Connection) edition for members of the Outreach and Technical Assistance Network. For a copy of the latest issue, contact the OTAN office or visit the OTAN website.
OTAN publishes an annual report for the California Department of Education (CDE) detailing project activities and outcomes. Other published reports include updates on distance learning in California and OTAN’s professional development academies.
OTAN produces two monthly online digests. The Administrators' Digest contains brief articles of interest to California adult education administrators, and links to more information. The Teachers' Digest contains announcements of OTAN online and face-to-face workshops and links to new teacher resources on OTAN.
OTAN has a video gallery of technology tutorials, a lesson plan builder, teaching resources, and Web-based class activities.
California Adult Education Provider Directory is a search tool for adult education sites by zip code, by county, or by program.
OTAN is administered by the Adult Education Office, California Department of Education, with funding from federal P.L., 105-220. The responsible federal agency is the U.S. Department of Education, Office of Career, Technical, and Adult Education (OCTAE). Other CDE adult education leadership projects are the California Adult Literacy Professional Development Project (CALPRO), and the Comprehensive Adult Student Assessment System (CASAS).
