The Sacramento County Office of Education (SCOE​) is the after school technical assistance lead for the Capital Service Region (Region 3), which serves ten counties (including Alpine, Colusa, El Dorado, Nevada, Placer, Sacramento, Sierra, Sutter, Yolo, and Yuba). SCOE employs regional leads to carry out technical assistance to publicly funded after school programs serving children and youth in grades K–12. Some programs also provide before school and summer programs.

The Capital Service Region (Region 3)​ offers training and technical assistance to district, county offices of education and community-based organizations implementing the After School Education and Safety (ASES) and 21st Century Community Learning Center (21st CCLC) programs. Region leads ensure that government, education and community organizations are aware of the importance of effectively supporting various after school initiatives including outreach to school district, city and county government, community-based organizations, the business community, community foundations and colleges and universities.
