In 2007, a pioneering initiative aimed at supporting individuals reentering society after incarceration was launched by the Sacramento County Office of Education (SCOE). In partnership with Ashby Consulting Group and the California Department of Corrections and Rehabilitation (CDCR), this transformative program continues to grow and is known as the Sacramento Community Based Coalition (SCBC).
For the past 17 years, SCOE Reentry Programs have expanded significantly, growing from a single program serving one county to nine programs across six counties, influencing 19,000 individuals since their start. Today, SCOE Reentry Programs enroll over 1,000 participants annually.
Senator Angelique Ashby expressed her pride in the program’s growth, noting the profound outcome it has had on individuals, families, and the broader community. “I’m proud of the growth we’ve seen in SCOE’s Reentry Program. There is a tremendous positive impact on individuals, families, and the community as a whole. What started as a best practices alternative model to day reporting centers has become a leading program in the state to serve thousands of parolees, demonstrating how preventative and rehabilitative measures can successfully reduce recidivism rates, even amongst those statistically most likely to reoffend. The program changes lives and ends generational cycles of incarceration by taking a whole person approach to restoration and reintegration.”
In July, three delegates from Senator Angelique Ashby’s District 8 Legislative Team toured SCBC, located near Mather Field, to see firsthand the program’s remarkable success and growth.
SCOE Reentry Programs are dedicated to driving lasting, positive change in the lives of individuals and families within the communities they serve. A committed team works to empower participants by eliminating barriers, creating opportunities, and enhancing community safety.
Participants in the program are provided with tailored case plans that include on-site classes, regular one-on-one appointments with Transition Specialists, and connections to vital resources such as housing, healthcare, transportation, and food. Those who successfully achieve their case plan goals are celebrated at annual awards ceremonies.
