About the Sacramento County Superintendent of Schools
Jacqueline (Jackie) White is an educational leader with more than 20 years of experience serving students, families, educators, and communities across Sacramento County. Her career spans K–12 education, Adult Education, Career Technical Education, Student Services, Arts Education, College and Career Readiness, and organizational leadership.
White began her career as a fifth- and sixth-grade teacher in Twin Rivers Unified School District and has since served as a teacher, principal, district administrator, and county education leader. Most recently, as Assistant Superintendent for Adult and Student Programs at the Sacramento County Office of Education (SCOE), she provided leadership for programs serving students, families, schools, and districts throughout the county, including Career Technical Education, Adult Education, Court and Community Schools, Computer Science, and specialized student services.
Her broad experience has given her a deep understanding of high-quality teaching and learning, school operations, workforce development, student support systems, and the partnerships necessary to help young people succeed. Throughout her career, White has been known for bringing people together around shared goals, listening closely to students and communities, and building systems that expand opportunities for learners.
At the center of White’s leadership is a belief that maintaining a collective focus on inclusive, high-quality teaching and learning—and listening to students and community members to understand what they need—can help schools close achievement gaps, expand opportunities, strengthen mental health and wellness supports, and prepare students for college, career, and community.
White has dedicated her professional life to serving Sacramento County students, particularly those who face significant barriers to success. She brings her leadership a strong commitment to ensuring that every student is heard, supported, challenged, and given meaningful opportunities to thrive.
White earned a Bachelor of Science degree in Business Administration and Economics from Saint Mary’s College of California in Moraga. She holds a Clear Administrative Services Credential through the Sacramento County Office of Education Leadership Institute and a Clear Multiple Subject Teaching Credential with English Language Authorization from California State University, Sacramento.
White is married and the proud mother of five children.

The Superintendent’s Cabinet is an advisory group of SCOE administrators. Cabinet members meet regularly with the Sacramento County Superintendent of Schools to discuss issues relevant to their departments and divisions within SCOE, helping with decision-making and relevant operational activities.

Board and Superintendent’s Student Advisory Council
School District Superintendents’ Council
The Superintendents’ Council is comprised of the superintendents from each of Sacramento County’s 13 school districts. The council is chaired by the County Superintendent of Schools and meets periodically to collaborate on regional programs and projects. This collaboration helps to eliminate duplication of effort, results in economies-of-scale savings, and provides an opportunity for inter-district sharing for improved practices in all areas of school district operations. Each of the 13 districts within Sacramento County is represented by its superintendent on the council.
