Veronica Garcia, a personnel technician, was nominated by Director of Human Resources Effie Crush for her contributions to the Sacramento County Office of Education. Ms. Garcia, who works in the Personnel Department at SCOE's Mather Support Services site, is re-sponsible for teacher credential processing to support local school districts. She provides in-formation about credentials to teacher applicants and district employees, processes creden-tial application packets, and reviews regulations related to teacher credentialing. This year, she was involved in SCOE's regular monitoring of teacher assignments and its new monitor-ing related to the Williams legislation. Ms. Garcia's ability to provide customer service to school districts helps SCOE's Personnel Department complete its many tasks. Her supervi-sor says, "Veronica is always willing to assist in the department with a variety of projects, and her organizational skills allow her to tackle the mounds of credential paperwork to com-plete all her timelines. She believes in teamwork and is enthusiastic about learning new skills and helping her co-workers meet deadlines." Ms. Garcia has been employed by the Sacramento County Office of Education since September 2000.

James Scarlett, a Regional Occupational Program teacher, was nominated by Principal Linda Mitchell for his contributions to the Sacramento County Office of Education. Mr. Scar-lett teaches the ROP Warehouse Worker/Forklift Certification class located at the California Emergency Foodlink site. His students, who are 11th grade and up, learn the skills neces-sary for entry-level employment in warehouse and material stores distribution/management. He instructs students in purchasing, shipping, receiving, distribution, inventory, shrinkage prevention, safety, warehouse equipment operation, tracking and monitoring merchandise. In the past year, Mr. Scarlett analyzed and restructured the delivery of curriculum to ac-commodate students who come to him with diverse learning styles. He changed the physi-cal environment, teaching strategies, student activities and assessment to improve his stu-dents' success rate. He has developed a relationship with Sacramento Job Corps, making his program an option for many of that agency's students. Enrollment in his program is con-sistently high. Mr. Scarlett has attended professional development workshops and practices "continuous improvement," systematically looking for ways to serve hard-to-reach students. His supervisor says, "Jim reflects on how every lesson went, how every student is doing, and figures out solutions. He's the 'systems analyst' of teaching. He holds students to high expectations and they in turn have a high rate of success." Mr. Scarlett has been employed by the Sacramento County Office of Education since February 2004.
